Welcome to Kerala State Unorganised Workers Social Security Board
In exercise of the powers conferred by Sub Section (1) of Section 14 of the Unorganised Workers’ Social Security Act 2008(Central Act 33 of 2008). The Government of Kerala have framed rules in 2010 with a view to effectively implement the provisions of the Act. The Central Government have envisaged from time to time many welfare measures for the workers in the unorganized sectors related to
- Life and disability care
- Health and maternity benefit
- Palliative care and Old age protection
In addition to that, employ injury benefit, Education Schemes for children, funeral assistance etc are also extended to them.
The Government of Kerala vide GO(MS). 93/10/LBR dated 10.08.2010 had framed Kerala State Unorganized workers Social Security Rules 2010 for extending various benefits to the workers in the unorganized sector.
As stipulated in Section 6 of the Central Act, Kerala State Unorganised Workers’ Social Security Board has been constituted vide GO(MS) 29/2011/Labour dated 25.02.2011.
Kerala State Unorganized Workers’ Social Security Board has been constituted with Hon’ble Minister for Labour and Skills as its ex-officio Chairman and Additional Chief Secretary (Labour) as the Member Secretary. The Board consists of 28 members. Of these 7 members represent the unorganized workers, 7 members represent employers of the unorganized sector, two members of Legislative Assembly, 5 members represent the eminent persons of the civil society and 7 members represent State Government departments concerned.
Followed by the formulation of Kerala State Unorganised Welfare fund board its first meeting had held on 09.05.2011 and subsequent meetings were held on every regular intervals of time as envisaged in the Act. The tenure of the first Board had ended on 24.02.2014. Within this span of time, board had met 8 times. The Board has reconstructed vide G.O (P) No. 72/2017/LBR dated 22.07.2017 and its tenure ended on 22.07.2020 during the period the Board has convened 11 meetings.
In exercise of the powers conferred under section 3 Sub Section 4 of the Unorganised Workers’ Social Security Act 2008 r/w Rule 4 Sub Rule (1) of Kerala State Unorganised Workers’ Social Security Rules 2010 and in suppression of all statutes and orders therein, the State Government Vide GO(P)24/2016 dated 02.02.2016 has framed the Kerala State Unorganised Workers’ Social Security Scheme. This scheme was formulated by amalgamating six existing welfare schemes viz.
- Kerala Artisans and Skilled Workers Welfare Scheme.
- Kerala Domestic Workers Welfare Scheme.
- Kerala Laundry Workers Welfare Scheme.
- Kerala Barber And Beauticians Workers Welfare Scheme.
- Kerala Temple Workers Welfare Scheme and
- Kerala Pachaka Thozhilali Workers Welfare Scheme.
